
Traffic regulation orders can be made by councils restricting certain types of use on designated byways. The intention behind this was to prevent further damage to lanes that had suffered due to inappropriate use or neglect, or resrtict use because of safety concerns. However some council see TROs as a legitimate method of preventing what they see as the nuisance of recreational vehicles in the countryside. In short TRO's have been used improperly to impead the lawful right of people to have right of way ! When planning a route it is important to take into account that some of the byways presented on maps may have TRO's in place and consequently it is advisable to check before finalising plans.
To be a legal TRO the right of way must be appropriatley sign posted as such.
