yellow peril

Yesterday morning (08:15) I was on the way down the M3 and at junction 8 where the A303 starts, there was a blue quad going north bound in the pouring rain, the quad looked like a quadzilla 250e (but I may of got it wrong), does anyone know who it may of been? and why were they on the motorway? in the pouring rain? and at that time in the morning? Maybe just on their way to work??
